2.미 서부항만 PORT CONGESTION 여파로 인한 도착 지연발생중  - 이로인한 미주지역 항공요금 대폭 인상

  (미 서부 항만 5년 계약 체결 관리)

 

As you may have heard, last Friday of Feb 20th, 2015, International Longshore and Warehouse Union (ILWU) and the Pacific Maritime Association (PMA) have finally reached a tentative agreement for five years with assistance of U.S. Secretary of Labor and Federal Mediation Conciliation Service after nine months of bargaining.

The tentative agreement is in the process of formal ratification by ILWU memberships, which will take about several weeks. Currently, West Coast Ports resumed full operation from the night shift of Feb 21st, 2015.

While other major West Ports; LA/LGB, Seattle, and Tacoma port are significantly approaching their normal productivity to reduce backlogs, Oakland port had a conflict among ILWU members about dispatching procedures and their break times; although they are back in normal working schedules, but their productivity is not quite normal yet.

Under this circumstance, it is expected it may take at least three months to clear all the backlogs at West Coast ports. Thus we may wait to see till West ports run at their normal operation.

태평양해사협회 (PMA), 국제항운노조 (ILWU) 5년 계약 체결

 주요 뉴스에서 보도된 바과 같이, 지난 2월 20일(금)에 태평양해사협회 (PMA)와 국제항운노조 (ILWU)의 잠정적인 계약이 이루어졌다고 합니다.

이는 9개월의 긴 협상 끝에, 미국 연방 노동부 (U.S. Secretary of Labor)와  미국 연방 조정 화해국 (Federal Mediation and Conciliation Service)의 개입으로 5년의 잠정적인 계약을 맺은 것으로,  국제항운노조의 정식 승인을 받는 중이며 몇 주의 시간이 걸릴 것이라고 합니다.

미국 서부 항만은 현재 21일 저녁 근무부터 정상 업무로 도입하여 작업을 진행하고 있다고 합니다; 서부의 주요항만 LA/LGB, 시애틀, 타코마 항에서는 거의 정상 업무 수준으로 노동력을 투입하여 밀린 업무를 처리 중에 있으나, Oakland항은 몇가지 해결되지 않은 갈등이 남아있어 오늘 2월 23일 월요일 부터는 정상적인 작업이나, 다른 항만에 비해 회복 속도가 늦을 것으로 예상됩니다.

기본적으로 동 계약 협상으로 일단 서부항만의 상황은 많은 진척이 있지만, 그간 밀린 업무량으로 인해 항만 업무가 완벽히 회복되는 데까지는 최소한 3개월의 시간이 걸릴 것이라고 예상되고 있습니다.

조속히 항만의 적체 문제가 해결이 되기를 바라며 주요 업데이트 상황 있는데로 공유 드리겠습니다.
